LOSER: Secretary of State Kate Brown. She overseas (sic) the State Elections Division, which shifted this year’s election for state labor commissioner from May to November. Almost everyone, including the candidates, was caught off-guard.

Brown contended that a 2009 law required the November election because only two people filed as candidates. However dubious her reasoning might be, she and her staff failed to promptly inform the public and especially the candidates — incumbent Brad Avakian and his challenger, state Sen. Bruce Starr.
